After giving it far more than fair time it is now clear that Circum News was/is a scam. No surprises really, could it really be possible that anyone would pay so much for so little!
Really no need to expend much effort in examining the reasons why - suffice to say they have amassed a reasonably large email list which has a value in itself and with a pay-per-click ad on the site taking several thousand hits a day a reasonable return is assured.
Nevertheless we can take a lesson from this before we move on. If something is too good to be true then it probably is. If something is free its because it has no value.

Update on Circum News
Just cashed out on the minimum $350. So will see if Circum News pays this amount into my PayPal account. I have decided to give them the benefit of the doubt for the time being and will continue to continue 'reading the news'. 7 working days will make it 13th December so will post again then
